Project Scope:

To conduct a survey of all households in all 29 RBN formal villages to generate the following: 

1. a register of all indigent households, as defined by the Rustenburg Local Municipality Indigency Policy (2013). Once completed, this indigent register will be handed over to the RLM to maintain and update. 

2. a multi-dimensional understanding of poverty in the RBN, as defined by the GoSA Department of Social Development's 'War on Poverty' approach

3. supporting information so that the RBA's Planning and Land departments can update their Land Use registers and GIS system, based on the identification of discrepancies between mapped and actual land use.

 

The Indigent Register aims to enable the following: 

1. enable indigent households to register for free basic electricity from Eskom, as well as for free basic water and sanitation from other providers in future

2. enable the RBA to reclaim the subsidy amount for free basic water that is currently provides to indigent households in the RBN

3. enable the RBA to claim infrastructure grants from Provincial and National government and other sources. 

 

The multidimensional data on poverty aims to inform: 

1. prioritisation and programming by RBA Departments, specifically HSDS

2. monitoring of RBN progress in achieving the key focus areas relating to poverty reduction

 

The information on discrepancies between mapped and actual land use for all residential stands will inform the RBA Planning and Land Departments in updating the Land Use Register. 

 

The project will take place from May to December 2013. It will be carried out by external consultants, under the management of the RBA Research & Knowledge Management Department

 

Scope Change Approved

1. To include a milestone relating to the "create and manage a mobile registration unit" - which is to run between the first week of March and ending on the 15th of July.

2. To have the project formally end at the end of July.

 

This change request is necessitated by stoppages relating to election violence around the Freedom Park area, and also general work delays by our consulting partners, AfricaScope
