To determine the level of RBN community satisfaction with services rendered by RBN entities and departments. This project will set up a community reference groups with 300 individuals, spreaod over various focus area and some sub-areas (governance, education, economic development, safety and security, health, etc.). The group will be a randomly selected statistically representative sample of the overall RBN population. These individuals will go through a very basic telephonic intake interview and then asked to make themselves available to answer questions (potentially by SMS) on issues relating to the focus area. Those who respond to the question will possibly receive free airtime as compensation. Most questions will be multiple choice and will relate to either personal experience (have you been a victim of crime in the past 6 months) or personal perception (do you think that overall safety in your village has a) increased, b) remained the same, c) decreased in the past three months).The research will be done in all regions and is planned to be completed in December 2015,  however, if sufficiently successful, we will motivate to repeat this over time.

In scope:

• Appointment of the consultant;
• Identify community reference groups with 300 individuals in each group for each strategic key focus area and some sub-areas;
• Identify and appoint field workers;
• Set up the Questionnaire;
• Approval from different departments;
• Discuss the questionnaire with the consultant;
• Schedule;
